Reporting to the City Council, the Housing and Redevelopment Authority Board is authorized to develop a program for improving the City housing. In addition, it also has the duty to provide the impetus for commercial development, it increase employment, to protect pedestrians from vehicle traffic and inclement weather, and to provide the necessary linkage between peripheral parking facilities and places of employment and shopping, while providing open space relief within the City.
